The Number That Explains This Place
On 19 August 2007 the official rainfall total recorded at Altura was 11.45 inches. It was among the highest official readings taken anywhere in Winona County during the largest rainfall event in Minnesota history.
For context, in southeastern Minnesota roughly 7.75 inches over 24 hours is considered a 100 year storm, meaning a one percent chance of occurring in any given year. Altura took nearly half again that much. Nearby Elba was evacuated, along with the campgrounds at Whitewater State Park.

The important line is the third one. Once upland soil is saturated it absorbs essentially nothing further, and every additional inch becomes runoff. That is why totals above about eight inches produce damage that is not proportional to the rainfall. The system does not degrade gradually. It stops working.
